1. Metoda korištena od strane države da financira svoj budžetski deficit, tj. da pokrije razliku između njenih poreznih prihoda i njenih rashoda. Glavni izbor jeste da se izdaju obveznice ili da se štampa novac. 2. Pretpostavka je da će promjene u državnoj potrošnji ili porezima biti financirane promjenama u državnom budžetskom deficitu, radije nego u prilagođavanju dodatnih promjena u potrošnji ili porezima kako bi se održala budžetska ravnoteža. Primjer: "povećanje državnih nabavki financirano deficitom."
