Is Google Translate improving?

It claims to be learning and improving, and users can submit their own translations, to teach the system. I wonder if anyone has noticed it improving?

I've heard the same thing. It looks like the statistical model does have it's limitations even if a company like Google can collect all the data in the world. Nevertheless, Google translation does have much value as it helps millions of people communicate across languages everyday.

Yes, Google Translate is getting much better. However, Google experts seem to be suggesting that the system may have reached a technical threshold so that any additional data collection will not significantly improve its translation quality anymore. This means there will always be a need for post-MT editing.
